I live in an apt building and every morning from 6 am until I leave for work, my neighbor is SCREAMING and threatening her young son. It's about potty training to misbehavior in general. She's been asked several times by other neighbors to calm down, but it seems to go ignored. I'm concerned about the child becuase the mother has a history of violent abuse, but have no proof.... should I
a. report the incidences to the authorities
or
b. talk to the lady, and see if I can offer to help her during stressed times.. |
