Ok i hate to sound pedantic, but this is something i really hate. Why o why do people insist on saying "i could care less", when they should be saying "i COULDN'T care less"

If you say you could care less, it means you actually care about something, to be able to care LESS about it. If you could not care less, it means you care not a jot about something, in fact it would be impossible to care any less.

Is it just lazyness on people's behalf, or just general ignorance of languauge?

Im not saying that my gramar is brilliant, just that this really really annoys me for some reason.
