mum expired. [EVERYONE]

My daughter is 12 and she wants a cell phone. I feel that she is old enough for one but my husband don't. What should I do. If I got her one it would be one of thous that you can put 4 number in there and pre paid so when the time is gone then it is gone. I am tring to teach her resposablity. I think this is a good way. What do you think should I get her a cell phone or not?
